(1) In the following cases, the designated authority may order the organization that has received the license to make necessary improvements to the work mentioned in the license or to complete the construction work and operate the service:-
(a) if any act is done contrary to this Act or any rule made under this Act,
(b) If water and sanitation services are not provided regularly,
(c) For providing water and sanitation services, charging more than the prescribed fee, or
(d) If the construction, operation and management of the project or service system is not completed within the period mentioned in the permit.
(2) In case of non-compliance with the order given in accordance with sub-section (1) or in case of violation of the conditions specified in the permit, the designated authority shall revoke the permit issued in accordance with section 11.
(3) Before revoking the permit in accordance with sub-section (2), the designated authority shall give a reasonable opportunity to the concerned permit holder to submit its justification:
